Those who believe in Chal believe that Chal releaved himself to the world through the Prophet I'lam Si'laj. After communing with Chal I'lam Si'laj spread the word about Chal first to his clan and then all of the Mi'lar.

The Mi'lar (TheMilar) were unified by TheProphet I'lam Si'laj. His teachings were readily accepted by many Mi'lar, because the Mi'lar teachings were echoed in the teachings of Chal. The power of Chal was seen through the miracles and acts of power performed by TheProphet, as were his successful raids and the conquering of Ko'fira.

Although some families and tribes resisted, all were brought under the leadership of the prophet and his new beliefs. The prophet relied on the clans for his warriors and his leaders. When new territory was conquered he used the war chiefs of the clans as the governors of an area. The War chief was supported by warriors from his own clan and extended family. This arrangement formed the present form of regional government by Alms. TheProphet destroyed the tribal unity by consolidating the clan holdings into one area and then giving the clans direct control over the specific area and thereby taking away the need for tribe association.
